Schwalbe 3-Piece Tire Levers. For removing a tight-fitting bike tire, the thinness of these tire levers facilitates inserting its curved end under the bead to lever it up over and out of the wheel rim. These levers are available from several sources. This Amazon link has four images illustrating how they can also be used for mounting a bike tire if the bead isn't too tight. However, if the tire bead is really difficult to lever up over and inside the bike rim, the Kool Stop bead jack can be used for that purpose in place of the middle lever in the next-to-last image.

I second the Open Pro endorsement. Though I do sometimes struggle with a new tire, but not usually with one that has been previously fitted.

Jennifer and I just had a similar discussion and I will let her relate her issues.

My experience was with the original rims on my 2008 Roubaix. They were Fulcrum Race 5 as I recall. I had several incidents where I never thought I could get a tire mounted. Even the pros at Bikers Choice had a struggle. I finally gave up and bought a set of Magic Open Pro rims and had them built up with Ultegra hubs. These rims are a delight and I don’t even think about using levers any more with 23mm up to 28mm.

Maybe I was just lucky and the Open Pro rims just happened to be on the lower end of tolerance, but I have three of them bought at two different times and all are very nice.
